WHERE TO PARK IN CHARLOTTESVILE

The Downtown Mall Area

The City of Charlottesville operates two public parking garages in the immediate vicinity of the Downtown Mall. 

 

The Market Street Garage is located on East Market Street between 5th Street NE and City Hall.  Access is off East Market Street.

The Water Street Garage is located on East Water Street between 4th Street SE and 2nd Street SE.  Access is off 2nd Street.

West 2nd Street Surface Lot

The West 2nd Street parking lot located at the corner of West 2nd St. and West Water St. has received a parking equipment upgrade.  The coin operated parking meters have been replaced by modern automated pay stations that accept credit cards and currency. 

To park on the lot you now simply park and remember the space number painted on the pavement.  Walk to one of the two pay stations on alternate corners of the lot.  At the pay station, press START to wake up the pay station.  Press 1 to start a parking session.  Enter your space number.  Make payment.  As currency is deposited, time is added.  The rate is $1.00 per hour.  The machine cannot make change.  Press ACCEPT to complete the transaction.

If you want to pay by credit card, swipe your card.  The meter automatically assumes you want to park for one hour.  If you need to add time, press the PLUS symbol (+).  When you are satisfied with the time displayed, press ACCEPT to complete the transaction.  

If you would like a receipt, press PRINT.  You do not have to display your receipt in your car.  Enforcement officers use a smart phone app that tells them what spaces are unpaid.  They just walk to the numbered unpaid space and write a ticket if a car is parked there.

There are signs on the lot explaining this process.  Detailed instructions are displayed on the pay station’s LCD screen.  Payment is required from 8:00 AM until 6:00 PM, Monday through Saturday.  This is unchanged from when there were individual meters on the lot.  There are signs indicating some parking spaces are restricted to limit parking to not more than 2 hours.  These signs are unchanged.

7th St. Surface Lot    

There is a 60 space City owned lot on 7th St NE which is reserved for monthly parking only on weekdays until 5pm. It is available on a first come first-served basis after 5pm weekdays and all day on weekends.

New Parking Equipment for Market Street Garage and Water Street Garage

New equipment was installed in June 2019, in the Market Street and Water Street Garages.

The new system is similar to what you may be familiar with at other municipal facilities. When your car enters, push a button and take the ticket that is issued. When you are ready to leave, insert your ticket in the walk up central pay station. The machine will tell you how much you need to pay. After you make your payment the machine will return your ticket to you. Drive to the exit, and insert your ticket in the machine at the exit. The gate will open and you can be on your way.

It is actually a very simple system. Just remember:
1. Take a ticket to enter and keep it with you.
2. Stop at the pay station and pay for your parking when you are ready to leave.
3. Drive to the exit, insert your paid ticket and the gate goes up.

Discount Daily Parking

For employees of downtown or frequent all day parkers who may not be able to obtain a permit, a discounted $7.00 all day coupon is available for use in both Garages. This is the same coupon that has been available for some time at the Market Street Garage.  The coupons are available at the Lanier Parking office at 108 5th St NE a few doors down on the same level as City Space.  The discount coupons are provided for free.  They entitle the customer to park for as long as they want during one day for a maximum cost of $7.00.  This is a significant reduction from the daily maximum of $12.00 per day.  You simply present the coupon for your discount and pay the cashier on exit.  The program may be used by employers who want to split the cost of parking with their employees.  We can split the cost at any percentage the business wants.  The employee then pays the cashier for their portion of the $7.00 and the employer is billed at the end of the month for their portion.

Monthly Parking

The City also offers monthly parking in both garages and on a surface parking lot located off 7th Street NE and facing East Market Street.  There is a waiting list for monthly parking.  The waiting list is a single list for all three facilities.  When an opening becomes available at any facility, the permit is offered to the person at the top of the list.  If the customer chooses not to accept the offer at a specific facility it is offered to the next person on the list.  You do not lose your place on the list if you do not accept an offer because you prefer to wait for parking at a different facility.  Special reserved parking at a numbered space is available at the Water Street Garage only.  A separate waiting list is maintained for reserved parking.

Both hourly and monthly parking is operated by Lanier Parking for the City.  Lanier Parking manages the waiting list and bills monthly parkers on behalf of the City.  For additional information on monthly parking rates at the two garages and the surface parking lot, please contact Lanier Parking at 108 5th Street NE or at 434-284-5620.  Their office is open from 8:00 AM until 4:00 PM, Monday through Friday.  The office is closed on City Holidays.

 

On-Street Parking

On-street parking on the streets surrounding the Mall is free although most spaces closest to the Mall are restricted to parking a maximum of 2 hours.  There are also many ADA reserved spaces and restricted loading zones on the area streets.  Please obey the signed restrictions on parking in these spaces.  Vehicles parked in Loading Zones where active loading or unloading of vehicle is not observed are liable to be ticketed.  Follow this link to further information regarding parking tickets.

Private Parking Options Downtown

There are many smaller private parking lots located through out the Downtown area.  The vast majority are reserved for monthly parking only, 24 hours a day, 7 days a week.  Most have signs warning that you may be towed if you are not an authorized monthly parker.

There are, however, two privately owned surface parking lots, that allow hourly public parking.  Both use automated payment kiosks that only accept credit cards.  The parking rate is $3.00 per hour, 24 hours a day, 7 days a week.  Both have signs warning that you may be towed if you do not pay for parking.

One is located next to the Water St Garage.  It is bounded by Water St E, 1st St S, South St E and 2nd St SE. It has approximately 175 spaces.

The second lot is located behind the Well Fargo Bank Building and is bounded by Market St E, 1st St N and 2nd St Ne.  It has approximately 75 spaces.

Both surface lots usually have parking available during the day and in the evening.
