The City of Charlottesville Utility Billing Division is located in City Hall, on the 1st floor. City Hall is on the corner of 7th and E. Main St at the east end of the Downtown Mall. City Hall is open Monday thru Friday, 8:00 a.m. to 5:00 p.m.

The Utility Billing Division of the City of Charlottesville Department of Finance provides customer account service for natural gas, water and sewer service accounts in the City of Charlottesville and for natural gas service accounts in suburban Albemarle County. You need to contact us to apply for service, to disconnect service or ask questions about your utility bill.

The Utility Billing Division offers our customers a Budget Plan that enables you to spread the cost of winter heating bills over the entire year.

We also manage the Gas Assistance Program (GAP), a local fund to help eligible households with the cost of heating their homes. This program is funded through private donations and City of Charlottesville contributions.

The Utility Billing Division is broken down into 2 sections. There is Collections, which collects past due accounts and assists customers with payment arrangements, and Customer Service, which takes applications, terminations and answers any questions customers may have about their bills.

Every month our meter readers read your water and/or gas meters. The City of Charlottesville uses an automatic meter reading system.  Meters are read using a radio signal and this system allows us to read meters in all weather conditions.

The City is presently offering several Rebates.  There is a rebate for replacing your regular thermostat in your City Gas heated home with a programmable thermostat.
