Before work is started on or under a city street or sidewalk, a permit must be obtained (Article 11 Chapter 28 Code of the City of Charlottesville). Fees for permits are based on linear and square footage. A current bond of as little as $500 or cash deposit must be submitted at the time the permit is picked up.

A permit shall be issued:
- after completion of all aspects of the application for permit,
- upon receipt of a Surety Bond in the correct amount, and
- all fees are paid as required by the City.
A permit form must be signed by the Director of Public Works or Permit Administrator, before it becomes valid. Approved permits will be issued by the Public Service Division as soon as possible after application for permit has been received in good order. The Permittee is forbidden to commence work until the above mentioned items have been complied with and the Permittee has notified the Public Service Division at least 24 hours in advance of the exact date and hour he/she proposes to begin work.
