The City of Charlottesville is committed to providing opportunities for all responsible businesses. In doing so, it is the policy of the City to make every reasonable effort to increase opportunities for participation of Small, Women and Minority-Owned (SWaM) and Disadvantaged Business Enterprise (DBE) businesses in all aspects of the City’s procurement.

The City’s DBE Officer is the Manager of the City’s Procurement operations. The City’s Department of Economic Development employs Hollie Lee, Chief of Workforce Development Strategist, and Zoie Smith, the Minority Business Development Coordinator to help both emerging and existing businesses successfully compete in both the public and private sectors.
Minority Business Directory
The Minority Business Directory (MBD) lists the Minority and Women Owned Businesses certified through the Department of Small Business & Supplier Diversity (SBSD). Phase 1 lists only the businesses certified as Minority or Women Owned Businesses in the City of Charlottesville jurisdiction that sell goods or services that the City purchases. Future phases will incorporate Small Businesses in the City of Charlottesville as well as Small, Women and Minority Owned Businesses in the Planning District 10. The directory is organized by high-level NIGP category and may not represent each code a vendor registered.
