Repaving of Fourth St near Downtown Mall; Utility work on Roosevelt Brown Blvd & West Main

CHARLOTTESVILLE, VA - The City of Charlottesville has several road and utility projects that will impact key roadways starting next week.

#1 - Repaving on Fourth St near Downtown Mall

Fourth St. will be closed between Market St. and Water St. on Wednesday and Thursday October 23-24, 2019 from 8 a.m. to 4 p.m. for repaving. During this time the Downtown Mall Crossing will be unavailable to vehicles and there will be no parking along these two blocks of Fourth St. Bollards currently in the pavement will also be removed.

#2 - Utility work along Roosevelt Brown Boulevard and West Main St.

As part of the Department of Utilities’ water main replacement program, the City will be initiating a major water main construction project along Roosevelt Brown Boulevard and West Main St. On Roosevelt Brown Boulevard, the project will extend from Grove St. north to West Main St. The project will then proceed east along West Main St. to 9th St., SW.

The project begins on October 21, 2019 and will take approximately six (6) months to complete. During December 15 to January 15, the project will be in the area of the West Main St. intersection with Roosevelt Brown Boulevard and 10th St NW. Nightly closures are anticipated from 9 p.m. to 5 a.m. which will prevent vehicles from crossing West Main St. from Roosevelt Brown Boulevard and 10th St NW. Work in this area will be performed on Sunday through Thursday night. There will be no closures impacting thru traffic on West Main St.

Project Background
The project will replace an 18-inch diameter water main installed in 1934. The water main is one of the primary conveyors of water in the City’s Water System. During the construction of the project, infrequent water outages may be required. Anyone impacted by a planned water outage will be provided 48-hour notice.

An open-house for affected business owners and residents has been scheduled for Wednesday, October 23, 2019, at The Hampton Inn (900 West Main Street) from 5 p.m. to 7 p.m. The Department, its design consultant, and the contractor will be available to answer questions at this meeting. During this project, there will be changes to parking and traffic flow, as well as closures to roads, pedestrian ways, and bike lanes. All road and sidewalk closures will have detours set up to direct traffic around the closure. This project will include overnight work in order to minimize the impact to traffic flow.

Linco, Inc. of Waynesboro, Virginia is the contractor who will be performing the work. The contractor will begin work on October 21, 2019 and will take approximately six (6) months to complete.
