Frequently Asked Questions

 

• What is the program?
An incentive program to increase energy efficiency of Charlottesville buildings. A one-time 50% tax reduction is allowed for qualifying buildings

• Is there a fee required when submitting the application?
No, not at this time.

• What kind of buildings could qualify?
Both residential and commercial building can qualify; the tax benefit only applies to the building and not the land. Rental property qualifies but owner must complete application.

• What is a qualified architect, professional engineer or contractor?
They are licensed to practice and work in Virginia.

• If I already have a renovation tax abatement, can I still take advantage of this program?
Yes.

• Does next full tax year mean the calendar year or the next tax billing cycle?
This term refers to the next calendar year. Applications have to be approved by last day of September.

• How long will it take to review my application?
10 business days after acceptance of completed application.

• What type of supporting documentation do I need to submit with my application?
You have several options, choose one.
       
Residential Options (Single Family Dwellings and attached townhouses)

 1) Certified Architect/Engineer energy calculations and certification on letterhead.
 2) Certified under the EarthCraft House Program; details available at www.earthcrafthouse.com
 3) Certified as an Energy Star qualified home under the Energy Star program developed by the US Department of Energy and the Environmental Protection Agency. Details at www.energystar.gov
 4) Certified by Local Energy Alliance Program (LEAP) Home performance with Energy Star (HPwES). Please visit http://leap-va.org for details. Include contract from licensed contractor.
 5) Home Energy Raters (HERS) - RESNET (Residential Energy Services Review System). Home Energy Raters (HERS) conducts an analysis of a home and performs on-site inspections. Results generate the homes energy efficiency rating on the HERS index.

• Must use RESNET-certified HERS auditor and obtain score below 70.

Commercial Options (Any building other than buildings above)

 1) Certified Architect/Engineer energy calculations and certification on letterhead.
 2) Certification under the Green Globes Green Building Rating System of the Green Building Initiative. Details can be found here.
 3) Certification under the Leadership in Energy and Environmental Design (LEED) Green Building Rating System of the US Green Building Council. Details can be found here.
 4) Certified as an Energy Star qualified building under the Energy Star program developed by the US Department of Energy and the Environmental Protection Agency. Details at www.energystar.gov
• Commercial buildings with types in the Energy Star Portfolio.
• Statement of Energy Performance  for a minimum of a 12 month period.
• Score of 75 or above on a scale of 1-100.
• Structure must match building type used.
• Must be stamped and certified by a professional engineer.
