As of July 1, 2012, only WaterSense labeled toilets will be eligible for the City's $100 toilet rebate.

Since 1994, all new toilets must meet a maximum usage standard of 1.6 gallons of water per flush (gpf).  But new designs allow for toilets to be even more efficient.  How do you know which one to buy?  Look for the WaterSense label!  Toilets with this label have been measured by a third party to be at least 20% more efficient than the current standard but just as effective.

Are Your Toilets Water Wasters?

The American Water Works Association says that toilets account for about 30% of indoor water usage, more than any other indoor fixture.  This is especially true of toilets installed before 1994, which on average use 3.5 to 7.0 gallons of water for every flush (gpf). New WaterSense toilets use no more than 1.28 gpf - which means that a new WaterSense toilet would reduce your old toilet's water demand by at least a third!

It's not only money that is being wasted. Water is a precious, natural resource that is vital to our health and welfare.  Converting to water efficient toilets can help to preserve our stored volume of fresh water. This type of permanent water savings will reduce the impact of future droughts on the entire community.

Don't Lose to Leaks

A "running" toilet can cause your water bill to be hundreds of dollars higher in just one month.  It is a common problem that many local homeowners have had to face.  But most leaks are due to a worn toilet flapper inside the toilet tank.  This part is very low cost and simple to replace.  Don't allow your money to get flushed!  Check out the water conservation tips to find out how to detect and correct toilet leaks.

It Pays to Save Water

Now there’s an easy way to reduce your water use, upgrade your bathrooms, and save money on your water bill. Simply switch to a new WaterSense labeled toilet and you can save thousands of gallons of water every year. And lower water use means lower bills. By replacing your old toilets with new WaterSense toilets, a typical household can save 4,000 gallons per person, each year.

The City of Charlottesville wants to help you conserve water by offering a rebate of up to $100* towards the purchase and installation of a WaterSense toilet.  You must be replacing an older toilet that is rated at more than 1.6 gpf with a new WaterSense labeled toilet. The cost for a new toilet varies between $60 and $300 depending on your style preference. 

 

To qualify for the Rebate you must:

      1. Be a home/rental property owner and replace an old 3.5 to 7.0 gallon toilet with a new WaterSense labeled toilet
      2. Have a City of Charlottesville water account that is in good standing
      3. Purchase the replacement toilet(s) after 6/30/2002
      4. Provide us with a receipt for the toilet and/or installation along with completed rebate form.
      5. Provide us with sufficient information on the rebate form to verify the WaterSense status of your new toilet at this product search page.  If you are not sure if you are providing sufficient information, please visit the search page yourself before submitting your request form.  Rebates lacking this necessary product information will not be processed.

The rebate (up to $100) can be used to cover the cost of the toilet and/or the expense of installation.  The amount can be credited to your account or mailed out as a reimbursement check. Only three (3) rebates per utility account** (you may replace 3 toilets; the maximum rebate per toilet is $100.00).

Can I get a rebate for every toilet I replace?
There is a limit of three rebates per residential utility account, for WaterSense labeled toilets only.

Are all City water customers eligible for a rebate?
Yes. All City of Charlottesville single-family, condominium, townhouse and duplex owners can receive the rebate. Commercial properties are eligible for a modified rebate, detailed below.  

Multi-family homes and apartments with a water meter smaller than 1" are eligible for the rebate.  These properties are limited to 2 toilets per housing unit.  Large apartment complexes - those with a 1" or greater water meter -  should apply under the Apartment Toilet Rebate Program by emailing the Water Conservation Manager. 

All rebates apply only to structures built prior to 1994.

Where can I find a WaterSense labeled toilet?
Home improvement centers, plumbing supply stores, and many hardware stores stock and sell WaterSense toilets.

How much will I save?
Single-family and multi-family homes will save on average $50-100 on their water bill each year. This water-bill savings, along with the rebate payment for each toilet, combines for a first-year savings of about $150 to $200.

Can Commercial Properties get a rebate?
For commercial properties built before 1994, there is a limit of 2 toilets at this rate:

  • $80 per flush valve toilet replacement
  • $60 for each tank-type toilet replacement costing up to $100 ($80 rebate for those costing over $100)
  • $80 per waterless urinal
