Who: The project is being administered by the City of Charlottesville, in cooperation with the Buckingham Branch Railroad and CSX Railroad and support by the University of Virginia. Funding is being provided by the Virginia Department of Transportation and Federal Highway Administration.
What: A safety concern has been identified that citizens are illegally crossing the railroad tracks - endangering their health/lives and impeding railroad traffic. These shortcuts allow littering and are also undermining the adjacent embankments by eliminating vegetation which provides erosion protection. This project proposes to create a permanent safety barrier by erecting a 7’ tall welded steel fence.
Why: Police enforcement efforts have resulted in a number of ticketed violations, but have not curtailed the number of trespassers; the tracks cannot be continually monitored. Signs posted stating "no trespassing" have not effectively educated the public into stopping the practice.
Where: Per the below map, fencing will be erected on the western side of the railroad tracks between Rugby Road and 14th Street NW.
When: Installation is planned for Summer/Fall 2013.
