The Section 3 Business Registry allows eligible businesses to self- certify that they meet one of the qualifying conditions of a Section 3 business. Registered businesses are added to a database that can be used by agencies like the City and Charlottesville Redevelopment and Housing Authority, that receive HUD funds, developers, contractors and others to facilitate the award of covered construction and non-construction contracts to Section 3 businesses.
It is important to note that a Section 3 business is not entitled to a contract simply by being listed in the database. Section 3 businesses may need to demonstrate that they are responsible and have the ability to perform successfully under the terms and conditions of proposed contracts. Section 3 businesses will also be required to provide verification that their business qualifies as Section 3 at the time of bid submission. Section 3 requirements then provides fora Section 3 business to receive preference for contracts and subcontracts, but not a guarantee.
