Mr. Michael Osteen

Staff Present:

Mr. Jim Tolbert, AICP, Director NDS

Mr. Richard Harris, Deputy City Attorney

Ms. Missy Creasy, AICP, Planning Manager

Mr. Nick Rogers, Neighborhood Planner

Ms. Ebony Walden, Neighborhood Planner

The meeting began at 4:30pm.

There was a discussion on the Paton Street sidewalk waiver to understand the proposal Mr. Farruggio had emailed earlier in the day.

The discussion then moved to the Davis Avenue application. Mr. Lucy asked what could be done if they did not receive a waiver. It was noted that one single family home could be established. He also asked if it would be possible to discuss road width and driveways. It was noted that discussion needs to center on steep slope criteria.

Ms. Lewis asked how the donation of the land to the city benefits and mitigates the application. Mr. Rogers noted that most of the natural slope is located here and the applicant has attempted to keep the majority of the slope areas in the rear of the proposed lots. They have shown the worst case scenario for land disturbance.

Ms. Lewis asked if the applicant could be bound to these plans. It was noted that this could occur but the applicant has not engineered the storm water plan and would like some flexibility. They have 3 concepts that staff feels could work.

Mr. Lucy asked if the proposal was by right or a PUD. It was noted that a PUD would allow for different lot sizes and road widths.

Discussion continued on the storm water alternatives and the concern with the concept that pipes water to the off site location and the amount of trees that would be impacted.

The meeting ended at 5:20pm.
