Serving as City Treasurer since 1994, Jennifer J. Brown was elected to a fourth term on November 8, 2005. She is a member of the Treasurer's Association of Virginia , serving on the Executive Board, the Career Development Committee and the Treasurer's Association Certification Committee and has been presented the 2006 Treasurer of the Year award by the Treasurer's Association of Virginia.

DUTIES AND RESPONSIBILITIES (Top)

The City Treasurer is an elected constitutional officer and, as such, is directly accountable to the citizens of Charlottesville. The Treasurer's Office prepares, mails and collects all tax bills for real and personal property located in the City of Charlottesville. The office also aggressively pursues the collection of all delinquent taxes owed to the city.

Additional revenues collected under the direct supervision of the Treasurer include: vehicle license fees; PPTRA revenue; gas, water and sewer consumption-based fees; business licenses, receipts of State collected revenues and taxes; parking ticket fines; zone parking permits; trash stickers and annual trash decals; cigarette taxes; meals and lodging taxes and other various city fees and permits.

The City Treasurer's office is charged with the design of an effective cash management and investment program for the City and all of its agencies and acts as fiscal agent for the Charlottesville City Schools and the Charlottesville Albemarle Technical Education Center. Among other activities, these duties include managing the investment policy for the city; arranging for banking services; forecasting all cash receipts and expenditures; investing funds not needed to meet current expenditures; working with external brokers and the banking community; and reporting all investment activities. The City Treasurer also serves on the City of Charlottesville Retirement Commission and acts as custodian of the fund, which includes maintaining all records, accounting for the investment of funds and the reporting of funds revenue and expenditures.

The City Treasurer's office makes all disbursements for the city that have been approved for payment by the Director of Finance. The Treasurer acts as the reconciliation agent for the city by working with the depository bank, city departments and external and internal auditors.

The City of Charlottesville now offers online and telephone payment services. Residents may pay personal property tax, real estate tax, utility bills and parking tickets online or by phone using a credit card. Please be advised that if you choose to pay your bill online or by phone that we do not receive the funds immediately. Please allow up to three days for payment processing. Also, if you are paying delinquent taxes online or by phone and there is a tax lien or DMV stop in place it will not be released until payment is received by the City Treasurer's Office, not the actual online transaction date.
